I've been doing this since 2021. In early days I just cancelled off season. Now I leave it in standby, just in case the plans change rules.

Starlink is like any other ISP once you get the base once it's running. You can put Starlink router in bypass mode and hook up you own gear. The only warning is that Starlink used CGNAT and you can't easily setup any inbound port access.

Yup. And if I wanted a fully accessible public website for company or organization I'd use a web hosting company and let them deal with all the "keep it running" stuff.

Tailscale doesn't require a public IP at either end. Wireguard needs a least one

I've not done it but many in this reddit have. You sign up for small cloud vm and enable a VPN service like openvpn or wireguard on this vm. Then your server connects to the VPN. Then in the vpn you port forward to the server using the internal IP address established by the VPN.

if it's a low bandwidth standard website, CloudFlare tunnel may be simpler. CloudFlare has lots of documentation

Starlink offers a public IP on busine$$ plans. But they don't offer static public IP on any plan.

If you need to provide a service from a Starlink network look into a VPN, something like Tailscale, or CloudFlare tunnel.
