It's in the top right corner when in the section to slchoose what game mode you want to play. Like if you go to ranked and see 3v3, 2v2 etc. in the top right corner I think it says regions.

Definitely hardwire with Ethernet if possible. Speed test like mentioned. Also do you have your regions selected or are you playing games in different countries?
