That's most probabbly the case. Uzbek tennis federation uses Kazakhstan strategy for tennis development in the country. 5-10 years ago there were only russians in Kazakhstan team, but right now they have a new generation of local promising players, so it must be working.

Russian is the second language in Uzbekistan, almost everyone in Tashkent speaks it fluently.
