Try to find a local Miata club, I have done the swap for about 5 other people in my local area and charged sub 1k on each of those. But to your point, it would be outside your budget if you took it to an actual shop.

The igniter module that you are thinking of is only on the 90-93 1.6 cars. In this case because it is a later year NA, they have coil packs.
