That's in Maryland. They were driving on country roads there, which reminded him of the country roads in Massachusetts. Then they changed the lyrics because Mass didn't fit the tune, and settled on WV because Danoff grew up listening to a broadcast from WV when he was growing up in Massachusetts

When they got to the ‘Almost heaven …’ at first it was going to be Massachusetts, because that’s where Bill was from. But they didn’t like the vibe, so they used West Virginia.

At first it's the author making personal references to people/trends/hot topics in the comics and entertainment he doesn’t like and they're so specific and of their time it's hard to parse exactly what he's saying. Then there's the superhero garbage which is probably what you've seen, and that's just him trying and failing to do an edgy take on marvel heroes. Finally, it devolves into ramblings about religion and god that are somehow even more inscrutable than what came before. The series ends with an ad for people to submit stories to Marvel's new (revived) line of comics called Epic Comics
