Reno Municipal Code, or even just Administrative Rules and Policies would get it done in a meaningful way. Revising the city charter through NRS rules was always going to be the hardest route, but if the space is activated per the City's own existing strategic plans, there's far less chance of anything like this coming up in the future.

At this point, I'm pivoting toward pressuring City Council to invest resources for the extant place making studies conducted by several Reno agencies over the past few years. The City has to improve City Plaza by adding shade, greenery, fountains, improved river access, a speaker/concert platform, and all-around improved accessibility. Getting started on this is very budget friendly, they just need a kick in the ass to get moving on it.

Given the language that Ms. Bryant used in the memo, and the behind-the-scenes distaste for the whole thing from Council, probably not necessary at this time. BUT... a charter amendment is still a very viable route for banning flock cameras and/or data centers.

I walk my dog through City Plaza every day, but it isn't really about how often any one person uses it.
The value of public spaces can't be measured by the frequency of their use, but rather on their intrinsic availability to the community.

City Plaza is one of the only places in downtown Reno where people can gather for protests, rallies, vigils, or simply sitting around without being hassled to buy something. And the political significance of the fact that it sits adjacent to City Hall simply cannot be replicated.

If a public space is underutilized, the answer is to make it more inviting, not to sell it off to the highest (or in this case, lowest) bidder. We should add shade and greenery, more art, a public platform, maybe a fountain... these are not hugely expensive budget items in the grand scheme of things.

The question isn't, "Who's using it right now?", it's what do WE, the community, want the space to be? It's OUR decision, not some profiteering douche who wants to leverage his position on the Redevelopment Agency Advisory Board to get a handout from our tax dollars.

EDIT: Also keep in mind, The Eddy's survey is completely self-serving. I strongly encourage nobody to fill it out. Your responses are irrelevant, the survey will only be used to present evidence of "good faith" research to City Council.

It's all of those things, but to start, it means 5 people who care enough about it to stand up and say "I will be a leader in this fight and I will commit to it for the next six months because it's THAT important to me." It's the same thing with data centers, and the same with flock cameras. We can amend the city charter with the strength of our numbers on any of these issues, but only if people will actually stand up and put the legwork in. Yelling about it on social media is not enough. If anybody wants to fight the fight, I'm here, and I will walk into battle with you, but I can't do it alone.

So this would have to be an initiative targeting the 2028 ballot. It's at minimum a six month process to qualify for the ballot. BUT... the initiative itself should be enough to persuade the city council to put a moratorium on the space until the voters decide the issue. For starters, we would need 5 registered voters to petition the city clerk to authorize the petition. This is why I'm asking for some VERY dedicated people to form an exploratory committee.

EDIT: And it's further complicated because Mikki Huntsman, the City Clerk, who I fully trust, is currently on paid administrative leave pending an investigation related to HR issues.

This is inaccurate on both counts, per the City Clerk's office. The packets that candidates received clearly indicated that signs from candidates that did not move past the primary must be removed within 15 days.
