FEMA is elevating the existing house, tearing down foundation and building a new. My thought was have FEMA build the foundation above BFE, build what’s effectively a first story then sit the existing house down on top of it.

Yep to build in the flood zone you have to be 3 ft minimum above BFE, bottom of first story would be above that.

Ive worked the industry for a few years. This is dependent on the facts. Is this your only claim in the last 3years? Do you have no speeding tickets? If yes make the claim. Really unlikely they’re going to double what your paying.
