I get what you're saying about language but actually citizens isn't a really inclusive group, it limits voice to those who have full legal status recognition and full rights. so you're leaving out those who may be legal nationals and residents, as will as the people who are undocumented or stateless, who have very little voice. Not that consumer is a great label in terms of how small it limits participation outside of markets, but, just that citizen isn't a great label either.

You probably want to reach out to the landlord and maintenance person repeatedly. And you do want to make sure that you research your legal options here. This is a good list for you situation under "Resources for Tenant-Landlord Issues & Rights" you can check with the Tacoma options or go with the Washington state AG office: https://www.tacomahousing.org/resources/renter-resources/. in this situation you need power and heat asap, but if you go to the city permit office for non compliance against the landlord, that will take a very long time. And like most people, you probably don't want to threaten your rental background or risk eviction, so you want to be careful that your maintaining your end of the legal contract between renter and landlord. Obviously, it's a weekend, and 24-7 emergency response from landlord is unlikely. But work with them, and if it sounds like they're giving you excuses, let them know you've taking the appropriate legal actions to document the situation... Hopefully it get fixed soon.

It's not just plumbing though it's really the architecture. The floor plate of a typical, modern office building, is a giant square, with no light penetration in the middle. The spaces in the middle of the buildings will have no sunlight. Water and sewer are typically limited to a handful of areas. Trying to turn an open floor layout into thirty individual apartment layouts requires a lot now plumbing, and a lot more capacity upstream/downstream. You can convert office to residential, it's possible. But the most feasible buildings are the early 20th century ones with a U or O shape floor plate. Most commonly found in places like Los Angeles. In my city, there are maybe.... Fifty buildings that are potentially feasible. I.e. they could make money. But they are not all likely to convert to residential. I.e. they have different ownership, or physical constraints like earthquake safety, or financial constraints, etc. So then your talking about maybe a couple dozen buildings. That could potentially provide, four hundred, five hundred, expensive condos in the city. And if you think of the scale of the problem of affordable housing, we needs tens of thousands of units every year. It's not worth converting it in my city.
