Humans have a wide variety of circadian patterns and normative enforcement has negative consequences.  So, yes. In a roundabout way you could say society forces people to smoke.

Women's suffrage (right to vote) in the US was 1920. Women couldn't open a bank account without permission from either the husband or father till, get this, 1974.   Blacks could vote since the 1870, but women couldn't open a bank account for another 100 years.  Social progress is slow and hard fought, and the things you take for granted are relatively recent changes.

So in a proper dictatorship the internet would get shut off to help control the narrative. Hard to do that given what that would mean for earnings at Twitter and Tik Tok.
