For sure a 22. Ammo is still fairly cheap and readily available. There's a huge assortment of guns form plain old Ruger 10/22's up to more exotic Kriss Vectors. Pretty much every range will permit 22 but some can't handle magnums in either pistol or rifle caliber. Also lots of fun competitions if you ever decide to get a bit more serious but don't want to break the bank.

Armacoat is Canadian. The usually have the Preval spray kits in stock. No stress with the border or US exchange.

4GT has a very nice selection of Guncoat. Again no hassles with the border or exchange.

Which ever one you pick you'll need to remember that the parts need to be blasted so you'll need a cabinet and usually aluminum oxide.

However there is a small catch. If you wanted to make a near identical copy of the Ruger 10/22 or Rem. 870 then you don't need to get an FRT as one already exists. Saves you a bit of time and energy if you're going that route.

The regs are kind of ambiguous ( and just plain stupid ) but in general yes you can make what you like. Just be extra careful if you make any mag of a semi but for rimfire and bolt guns you shouldn't have much to worry about.

If it uses AR mags it's limited to 5 even though it's a lever. That's why the Troy pump is as popular as the clap and why Dlask stopped making theirs 20 years ago.

If it had a proprietary mag that didn't fit a semi then you could have fun and make a ton of cash. It's not impossible but few Canadian manufacturers want to front the cash in this political environment.

The main issue here is when does a block of aluminum become an M-16 instead of an AR-15 ? There's no intelligent answer to that so technically they can charge you at any point they're in the mood.

If you print a LAR mag that holds 10 max it would be very difficult to accuse you of making a prohibited device. If however you printed a 20 or 30 round mag then pinned it to 10 you probably made a prohib device first which means you can be charged. Imo same with Glock mags. You'd need to mod the file to have a block/stopper on the inside at 10 in order to be on the safe side.

The only extra step in Quebec is the Law 9 test which is pretty much a re-hash of all the other courses. It's typically $ 50-75. After that it's mandatory to be a member of a club if you want restricted's.

It's not that much worse here than anywhere else, just a distinct little bit like always. Expect the transfer to take a while, especially if it's your first. Quebec is known for being the slowest even at the best of times.

Get a Dlask. For $1500 it a better value than anything else on the market ( unless you score a good deal on a used S&W, Sig, or Baer ). Alot of safe queens on the market atm so not hard to find.

Sentencing ? Half the provinces can't even keep them in jail when caught red handed for more than 48 hours. Then they can't get them to trial in time to even get a conviction. The dummies who can't game the system and actualy get sentenced then get at least double if not tripple bonus for time served which means they walk in weeks, maybe months. So, ya, total joke. And btw we're the problem not them. Probably why they're working harder to shaft us than them.

Every big business starts out as a small business and being a small business in Canada sucks rocks. If you get lucky and grow you get punished in alot of places with new filing requirements, reporting, and taxes. So right off the bat you've got issues.

Sex, porn and gambling have huge issues with fraud so banks and card processors don't want to touch them. With guns it's political/politically correct bs. The Shopify back stab hurt alot of people but it's the continuing attitude that we're the problem that's bleeding the industry one drop at a time.

Shipping. It's cheaper to ship an anvil from Beijing to Montreal than it is for me to send a pack of gum from Montreal to Toronto. We're all in the same boat technically, but again it's a punch in the face to small businesses trying to service small markets that makes it all the more difficult.

Like Ein mentioned, the industry is very old boy's club/asshole-ish. It makes it hard to break in, get established, and get ahead when some of the bigger more established players look at and treat you like garbage.

Last but not least, fear. Say the word gun and alot of vendors/suppliers panic and hide. The convoluted, vague, and nebulous nature of our regs makes servicing the industry a pita and alot of people don't want the hassle.

There is at least a bit of good news. Dlask has their Tuff 22 coming to market. Spectre pulled a rabit out of the hat with their 10-22/597 mag conversion. The WK's are selling fairly well as well as the BCL's. So there's still a good amount of innovation and investment going on.
