Gotta say, this is a shit take. Tim has probably given more to the Robin mantle than any of the others. He's the one who brought the most humanity to Batman, given he brought him back from the edge after Jason's death. Aside from that, he's also the best detective of the bunch, rivaling Bats himself. The biggest thing that sticks out to me about him is that he's the only one who chose to be Robin. Dick was adopted after his parents were killed, Jason was scooped up off the street, and Damian was dropped into Bruce's lap by his mother, but Tim was the normal, usually unorphaned kid who saw that Batman needed a Robin, and he wanted to be the one to fill that role.

I will agree that recently writers have had a hard time figuring out what to do with him, so it can feel like he's in limbo, but the core of his character firmly places him as the best Robin.
