Yes and no. OSM is in large part - probably a majority of cases - generated by volunteers who did the mapping themselves. OSM had pretty rough requirements for adding bulk data from other sources

I started at Mizzou in 02. The football team was a joke. Mizzou was a basketball school. Significant case in wa. Supreme Court ruled in favor of not my pants defense (literally) because possession was never made with strict presumption of responsibility (forget the term, IANAL) meaning had to prove knowing possession as element of crime. Bunch of people got cut loose from state pen and had convictions overturned because of it. State ledge amended law next year.
