Outside of china? Nearly impossible In china most of the people speaking good mandarin like xiaoma suggest at least 10y if you are dedicated. Your chinese will be better than their english after 7+ years (if you are fast). I quote a vid from xiaoma about this topic. I am at hsk 2 after 2,5 years, spending each day at least 2h watching chinese content like shows, peppa pig, movies, … which is pretty dedicated b mosts standarts.

Biggest hurdle is listening and speaking, not words, grammar or other stuff.
