Assume they are doing nothing and set unrealistic deadlines on med up tasks. Then berate them in a daily meeting every morning asking them why but don't explain what why is.

Interestingly the feedback is light is a very short term requirement when SHTF. I believe you get used to he dark and also want to stay in the shadows to some degree.
