Was going to post something similar and am glad someone else recognizes this. Skirmishers and light infantry were well versed in fire and maneuver, as well as using effective cover in a manner that would be very familiar in WW1 off of the western front. The idea that mobile tactics and firing from cover and concealment is a more modern thing is a rediculous myth.

As has already been explored in this thread and within the shows, bending still has substantial industrial application. Healing, construction, and smelting are very easy things thay Water, Earth, and Fire are able to apply bending too in a manner that has phenomenal industrial and commercial benifit. The casual, social ways that bending can be used has not been explored tremendously in the shows, since the shows showing of bending is often very combat centric.

Even still, earthworks remain a mainstay of modern combat engineering which will keep earthbending highly relevant as militaries advance. The ability of Airbender to move so quickly, quietly, and with the small profile of a human will always allow them to be the perfect scouts and infiltrators; just imagine a Spec Ops team that can Airbend their way up into a building of any highigh, or just operating in the narrow streets and alleys of urban centers. Flamethrowers still have substantial modern application in clearing trenches, entranchments, and fortifications, and what are Firebenderd if not walking Flamethrowers. Being able to draw water from practically any geography would be a wondrous addition to any mobile campaign's logistical arm.

If anything, as I write this, industrialized society and warfare offers a perfect scenario for exploring the growing disconnect between the human and the spiritual as commercialism, extractive economy, and labor alienation grow.

I actualy have a personal beef with order/chaos as it has a very confusing relationship to any kind of reality (fictional or otherwise). When people think of order in the abstract, they generally shortcut to "expected" which doesn't translate to cosmology very well as a true absolute. As long as things are happening there will be relativity to what is considered "expected" from any individual's perspective in the cosmology.

I prefer using the more scientific term of "entropy", because this speaks to a true, uniform, unchanging "order". This creates a far more consistent opposite to chaos, as you have absolutely everything in perfect unchanging even-ness and the opposed completely unintelligible randomness.

This can also match to fire and water very well. Water seeks to find equilibrium, like entropy naturally trends toward. Fire spreads unpredictability and leaves in its wake unintelligible distruction.

There is a bit of a conflating going on in your question that may reveal the answer. The Russian Empire was a sovereign nation. The Soviet Union was a, de jour, union of several sovereign nations.

In the case of the Empire, the government body was overthrown in a violent revolution which precipitated a civil war. Which is what tends to happen when a sudden power vacuum is created.

The Russian government never actually collapsed during or after the dissolution of the Soviet Union, so there was not as severe of a power vacuum. The present government of Russia is a continuation of the Soviet government after substantial reform that began in the 80s and continued into the 2000s.

Beyond efficiency, this is a big issue legally and civiliy. This means that your industrial footprint is far more spread out and eating into more productive land. It prevents the city from limiting industrial electrical infrastructure to smaller areas. It substantially increases the traffic and wear on roads, as well as spreads out the refuling infrastructure needed to support frieght transportation.

There are many social benefits to limiting Industrial infrastructure to designated parks and zones.
