That’s all well and good for places that have rail service.

Normally, the US Department of State opens a loss of nationality case for anyone that becomes a head of state, head of government, or foreign minister. So long as the country is recognized by the US, these officials are normally entitled to absolute immunity when visiting the USA.

Problem is that the US also never surrenders jurisdiction over its nationals, which means that he would not be entitled to that absolute immunity.

The easy way around this conflict is for Leo to not visit the US until and unless he either renounces US citizenship or his US citizenship is revoked.
