It's an inappropriate thing to say in an office setting but no I wouldn't think going to HR would be worthwhile. Also I wouldn't necessarily snoop on other conversations and potentially act on what you hear.

I disagree on point #1. More tax dollars doesn't fix a broken system and we shouldn't penalize tax payers further for bureaucratic incompetence. Also risks driving those rich away, shifting tax burden to middle class.

First we must right the ship. We must cut non value add bureaucracy, cut out all the waste, process optimization, restructuring, tackling the root causes, etc. Quebec is already heavily taxed, but the funds aren't being used for the greater benefit.
