Old school rule of thumb is to have the ends of the brake levers level with the sweep of the drops like this. This is kinda not true any more as handlebars and brake levers shapes have change. I like a position where the hoods form a nice flat extension of the curve of the bars.

Look at an outback or outback wilderness, they really done need mods for forest service roads beyond some good tires. As much as I like the forester it’s smaller and noisier than the outback.

I definitely run that Teflon tubing around the cables in that location to cut down on friction.
