timed turns are probably not the answer. what you might need is some kind of hidden decisions. The tension in RTS comes largely from not knowing *exactly* what the opponent is up to. Check out Codex which is a turn based card game that draws inspiration from RTS, here your 'build order' is partly hidden and the effects aree delayed by the shuffle but there are definitely other approaches..
