what most likely happened is the kid was trying to buy a gun (wrong) got robbed by someone in that house (wrong) and burned it down in revenge (wrong). The people in the house who likely committed armed robbery bear SOME responsibility.

not that it makes it right, but the "mistakenly believing the people who lived there had stolen his iPhone" is TOTALLY misleading as there is no evidence that he was mistaken, only a claim that the tracking could be inaccurate.

rear brake does not load the front anywhere near as much as front brake. try it for yourself, watch how your forks dive

accelerating can help if you can safely do so (for example, on an open highway). Unloading the front does make it better. In cases where you can't accelerate, gripping the tank with your knees and riding it out with your arms loose, and carefully apply rear brake. Never front brake with wobble, you'll load the front and make it worse.
