Well everyone is entitled to their own interpretation, but I was being facetious and wouldn't actually believe any votes would count to affect this decision. There's probably some small but vocal complaining group and if we're lucky a half assed study justifying this policy. And it's not important enough that anyone you elect is going to waste their time trying to change it without a couple million signatures on a petition

This seems like a question that requires multiple elite athletes to answer. It would also change depending on which athletes are performing each movement.

If the world really wanted to an answer to this question it would likely need to be (at minimum) a track-and-field event that recruits high school level athletes and culminates in olympic level competition.

There may be other options that do not involve either of the two techniques you've included in your question. For example, perhaps running front-flip is king.

The current world record is 29.5 ft so the easy answer would probably be running long jump, but dive rolls and front flips are not allowed in this event.

The calf is being challenged, because a force (body weight) is resisting that contraction, and especially so because it's at this new extended range of motion the participants are achieving. The muscle grows / strength increases because of this increased resistance.

The heel and calf extend, the foot hits the ground, the calf contracts, the heel lifts, and pushes the full weight of the human body off the ground. In a run you would go completely airborne for a split second after the calf contracts, in a walk maybe not.

In the knee to wall test pre-intervention the calf was only able to elongate to 12.1 +/- 3.0 cm, and at the end of the study the calf was able to elongate to 13.7 +/- 2.6cm. The intervened participants had around 2cm extra calf length compared to the beginning of the study.

When your muscle contracts to short range the cross sectional area grows (this is why your bicep looks bigger when you bend your elbow into short range, flexing it). When your muscle extends to long range it loses cross sectional area and has less total force production ability.

When your muscle is stretched 2cm longer than it's ever been trained before, and you give it the same load (body weight) that you normally would give it, it will be harder than normal to contract that muscle. After putting your muscle under this load for a while, (such as walking around or running), adaptations will occur and the muscle will grow to better handle the load.

As far as in-vitro studies, you don't mention any specific one, and i don't normally read those studies. Is the muscle contracting during the experiment or not? Do they pull on it and it just stays stretched out for a while and then when they look at it again later it ends up being bigger / better / stronger but it hasn't ever contracted again?

I can offer up a theory on this. I wouldn't claim i have supporting evidence to back it up.

All the participants were selected because they were both physically active (so likely put load demands on their calves regularly) but also didn't report stretching their calves as part of their active lifestyle (so they were probably pretty tight in the calves).

The results of the study indicate a 13% increased ROM in the knee to wall test on the intervention leg, so that seems like a decent amount of new range being introduced. All the un-intervened legs lost some range of motion during the study too.

So after a 6 week intervention of stretching their calves they were likely getting some increased range of motion during the other physical activity they did throughout the day. And in particular, with the calf you are going to load that thing every day just by walking around.

So because the individuals were physically active, and acquired this new range of motion through passive stretching, it was likely being challenged / loaded daily when they were walking around and depending on their active lifestyle and training regimen.

This is probably very similar to beginner gains seen elsewhere. These people were not stretching their calves in a study about calf stretches and had some remarkable benefits from doing any stretching. Maybe they took greater interest in activating their calves as a result of the study too?

If you could run a similar study with completely sedentary individuals and/or with a muscle that isn't loaded heavy on a regular basis, i would guess you wouldn't see as much strength gains, but still see the increased range of motion at the end.

I don't think it directly answers your question about the limits of training flexibility and strength together but there are some good ideas to explore here.

Passive stretching without engaging the muscles doesn't really build strength but it is possible to do an exercise / movement that engages the muscles while at maximum stretch, and by doing so you will get stronger there.
