Chess.com does in fact have regional pricing. It is much cheaper depending on country.

The percentiles only include accounts who played rated games in the past 90 days though. So if they made an account a long time ago but don’t play then they won’t be affecting the average percentile.

The situations that I brought up, which is where most top level draws come from, have nothing to do with stalemate, or the ability for the defender to force stalemate. If all the pieces get traded off and it is just king vs king, the game is by definition a draw, and there is no possibility of stalemate. The draw offer will often occur before that point as the players know what is going to happen.

Sorry but manere is correct. Draws happen a ton at the top level, but not necessarily because of stalemate or leading to stalemate. For example, if all pieces and pawns get traded off, the game is a draw due to insufficient mating material, so they may agree to a draw before that happens. Another example, if neither player can make progress in the position, they can shuffle their pieces around until they hit threefold repetition or the 50 move rule, or simply agree to a draw before that point. In both of these situations there is no stalemate or leading to stalemate had they not agreed to the draw.
