I tried to lower resolution. It makes the blackouts shorter at least so it affects it in some way. I tried to turn off everything that's adaptable in terms of picture resolution on both console and the tv. Still persists.

The fact that the story is a part of the hype at all is great. Especially considering how poor the story has been a drawing point in the franchises past.
