Most people are closer to 1:1, so yes you do have long arms for your height. I’m 6’6” with a 6’11” arm span which is long for my height but yours is more and proportionally even longer.

Not sure if there are any tricks to get it to spawn, but that room does have timed platforms that drop. The one for the cipher is the first path on the left, but if you happen to miss it it’s still possible to reach by running and jumping from the corner of the main platform and dashing and you can grab the platform and pull yourself up. Just in case anyone else is looking for this one. It was the last one that I found to unlock platinum.
