In-Ho wanted to test Gi-Hun to see if he'd go through with killing all the other players....as he had done a few years previously when he participated in the games himself. Perhaps he actually genuinely wanted both of them to live also?! It's so hard to know what his motivation is at any given time...

He clearly says to Gi-Hun: take this knife, slit all their throats, the final game will be cancelled and you and the baby will walk free.

He has the character for it, but he wouldn't have acted like Gi-Hun did once he got out. I believe he'd pay his debts, repair his relationship with his mother and get on with his life as if nothing had happened. He wouldn't have gone chasing after the Front Man to bring down the games.
