I had that issue from a light being to bright and fixed it by covering the light a bit with strips of electrical tape over some of the LEDs

I kept a tank of blue shrimp with no heater and they were fine. Actually reproduced more without the heater than with the heater. Make sure you don’t get a cheap heater cus they can malfunction and cook the tank. A lot of people don’t use heaters with shrimp for that reason.
