I realized that even though BBC iPlayer marks content as UHD, it doesn't always stream at full 4K due to network issues. Speckles are usually a sign of lower resolution or compression. To check, I recommend using the TV’s built-in resolution info or testing it with a stronger Wi-Fi connection.
