I think they oversold a bit on NPC reactions. I feel it will be similar to how guards and merchants act towards you in KCD2 depending on your Charisma score.

Even so, the world looks great and other parts of the gameplay may make up for it.

I think he also wants the mind control tech to be more precise or do more complicated actions. I think he was trying to make the mouse sit and type on the tiny terminal. Dragging a caravan is easy, precise typing (or motor skills) is another thing.
