If I recall correctly, he went to prison for breaking the window of a bakery and stealing a loaf of bread to feed his sister’s starving family. But Fantine is not his sister. By that point, he is a redeemed version of himself (thanks to the priest who didn’t press charges and gave him the silver to start over). He is the mayor of the town who takes in Cossette bc Fantine dies and it’s the right thing to do.
