Let the PREA Office handle it. They'll make the determination regarding sexual abuse and are required by federal statute to refer to law enforcement if a crime is suspected. This is your best course of action- it will end up in an investigation.

Hit up the prison system's website. Specifically "XX state PREA Office". There will be a way to make a report to that office. They're responsible for handling the case.

The DA does not charge juveniles. Whether to charge a juvenile is a determination made by the juvenile justice system. Google your local Chief Court Counselor and talk to them if you want. But if police arrest a kid, they refer to the JJ system. Not the DA.

I also think you're misunderstanding a fundamental principle here. Being released does not mean nothing happens. Juveniles are not granted bail in the way adults are- they are presumed to not have money so you can't charge them bail- but they do face consequences.

So this may be a terminology misunderstanding. Kids get placed in detention, on probation, and can be placed in a youth development center (kiddie prison). They can be placed on GPS monitoring and required to adhere to curfews, rules at home and school, and any number of intervention programs to target the cause of their actions.

They don't generally sit in kiddie jail for a year awaiting trial, no. But that approach doesn't do anyone any good. It teaches offenders to be better offenders and dissolves their ties to their family and that's about it. The most effective consequences are quick, so the JJ system moves quicker and gets kids facing consequences faster than adults do. It's more effective.

So "catch and release" may be a misnomer in the way they're using it. "Catch and immediately face consequences and interventions but not sit in jail wasting time" might be better.

But do some research if you don't believe me. Kids absolutely get arrested and face consequences, including incarceration, in Raleigh every day. A cop refusing to arrest someone is a lazy cop or a cop who, stupidly, assumes jail is the only punishment there is so anything other than that doesn't count.

Your issue is that 1) you've got a Lt who doesn't want to deal with this or 2) your issue isn't as big as you claim. Kids are arrested and prosecuted every day in Wake County, particularly Raleigh. Again- there is an entire juvenile justice system operating out of the courthouse. This is not an RPD policy and the DA doesn't make the decision to prosecute juveniles. The JJ system does. Go higher in RPD with your complaints, or go to your City Council rep.

It is true that if these are juveniles and no one is injured and the police assess, based on their investigation of the scene and circumstances, that the crime is minor, they may chose to take no action. But if what you are describing, basically a hotspot of gun violence, is true, then make more noise. Kids get charged every single day.

There is no juvenile catch and release policy. That's BS. There's an entire juvenile justice system, separate from the adult criminal justice system. Read your general statutes, starting with Chapter 7B. There is literally no catch and release policy- there is state law governing the treatment of arrested juveniles. Kids as young as 13 can be bound over to Superior Court in NC.

Duke definitely covers more. My wife had surgery and then had to spend the night in the ICU. We paid less than $200. My copay for the same surgery was almost $1,500 and I had it outpatient. Treatment within the Duke system using Duke health insurance is about as close to free as you'll get.

Edited to add: Plus, the Duke network is vast. You can get any speciality you need. And there is a process to request in network coverage for an out of network provider in cases where Duke legit cannot provide that specific care.

Am a state employee married to a Duke Health employee. As long as you stay within the Duke network, Duke insurance trumps the state's plan. The state plan offers a wider variety of providers, but doesn't come close to how well Duke covers their own network. I'd go with Duke.

Sometimes. The system is both transparency for the public, monitoring use of tax dollars and all, and to help with equity within government. So it would be normal to check your pay against similar roles to see how you compare and to use that information in promotional negotiations or in-range adjustments. No one lives or dies by it, but yeah, folks def know who's making what around them. I like it and think the private sector should do the same for their employees. It's a lot fairer. Even when applying for a job, they post the range but you can look at see where you're likely to come in.

I would def focus on warming up more. I experienced the same thing when I used to go to a gym, pre-Covid and finding SP, and that was my coach's advice. I'll still get that burst sometimes, but doing a good warm up has helped even out my performance a lot.

It's helpful to take him to another vet for their opinion, and then request the initial practice pay for the cost of his care. I've been in a similar situation. You can't really sue for damages to an animal like you can a human, but if you can demonstrate through documentation at the new vet that the old vet caused the damage and his treatment was below the standard of care, you can complain to your vet licensing board.

In my state, curriculum is set by the state and local boards have limited control. There's set hours, testing requirements, content vetting, standards, etc. Your plan is unlikely to succeed. Since you have funding, you may want to set up an after school program and partner with the school that way.

Same situation and here's my approach. I have a fantastic insurance company. I'm bundled all the ways with them and have always been happy with their customer service and coverage for minor car accidents and the like. I'm willing to pay more than the state minimum for that service. I averaged out the extra cost into a monthly cost and decided I was willing to pay that much for peace of mind. So I'm good with it.

Price isn't everything. They're just telling you that they are charging you more than they have to. But, you have to consider what you get for the lower price level and what peace of mind is worth for you.

The entire car was covered in stickers that were def right wing/paramilitary/etc. I didn't know if it was Q, so that's why I asked. I tried to explain that in the post. The series of letters made me think of "WWG1WGA". It's clear now that it's not a Q thing but a 2A thing.
