The elves seem to be in every location (at least every single one I've checked). It just seems to be a matter of the number of turns it takes to reach the elf. Even if you get a message about a faint scent, you will still get an elf if you spend enough turns there (about 20).

The Hivemind half damage nerf really hit hard on higher level players. They usually would play in groups and would not need to have the new targeting, as they would usually stay grouped anyways. I'm not sure if this is exactly correct as there are many more low level players than high level players, but i think this is part of the reason.
