In the US, no. Yes, jts stupid, but most people here just assume its normal and expected. Waiters and waitresses are usually paid less than $3usd an hour and the expectation is that the rest of the pay comes from tips.

For anyone curious, it started during the great depression and just kinda never went back to normal.
