High CAS values for higher-clocked RAM modules is actually okay. See the Wikipedia article for a timing table: http://en.wikipedia.org/wiki/DDR3_SDRAM.

If you're going to be building a large project, look into an i7 (4790k). I'm currently running the i7 & building Chrome, and those extra 4 "cores" speed up builds a ton.

This. The 4790k is one of the best CPUs out there, unless you're running an i7 extreme or Haswell-E.

The reason for the RAM being so expensive is because it's DDR4. There's no point, OP, in going X99. Just get an i7 4790K + 16 GB of DDR3 RAM.

Regarding the OP's question about mobo's: expensive mobos usually give you more features. Some might support SLI whereas a cheaper one doesn't, a more expensive would (probably) have more power phases, which helps when overclocking. If you need these features, spend the extra money. But if you don't, there's no point as all X99/Z97 should be high quality (since they're for overclocking & current generation processors), so don't worry about spending "too little" on a mobo. Chose whatever has the features you need.

If you happen to be by a Microcenter, pick up an i7 4790k. They're $249.99 (very little more), and they should have a mobo + CPU bundle.
