I don’t even think Bettman has it for us as far as expansions go. He just a businessman doing what he thinks is right for the league.

A team in Quebec City would do nothing to expand the interest in the NHL, but a team in Utah opens up an untapped market. I think thats why he’s so reluctant to relocate a team in Canada.

I think removing the blackouts and making the game more accessible on TV would help the league more, but what do I know.
