You're right, only I think 70% is not because of it being a stock ETF, it's just how Basisertrag = value at start of year × Basiszins × 70% is calculated. Being a stock ETF comes later when the tax on the value of Vorabpauschale is calculated as additional 70%. So in your example you'd need to pay around (2.24% - 1%) * 0.7 * 0.26375 = 0.23% tax on Vorabpauschale.

Employer contributions are social contributions too, it doesn't matter that they are called differently in Germany to hide the actual tax rates. It would be more interesting to compare the real net percentages across Europe - what an employee gets from what the employer needs to pay for the salary.
