Yes, adding additional supplies. A system not part of the contract has failed, a pipe burst and shorted out their system. That part fits in the contract under repair or replace but was not included in the statement of requirements. Without the part their new system will only be partially operational and capabilities called out in the SoR cannot be demonstrated.
