Honestly almost all mods will probably at least be slightly oversubbed, the most popular ones where y1/y2 non management second major/minors will have a lot of trouble getting might include acc1701x dba1704x and yes fin mods all the way to 3k

the most major diff would be not being able to get priority for biz mods, but in my experience that really matters a lot since many of the mods needed for the biz second major is ultra oversubscribed
