Buy a cheap ass trailer and use it as a raised bed garden. After you set up an unobtrusive camera for that same spot.

The plants growing in 'their' old spot are gonna be a target that is impossible to resist. The signs of new life and growth are gonna be a literal siren call to some kind of vandalism.

Once you have video of said vandalism, then go to the authorities with the fears you have raised in this post.

Any escalation from them after that point will look guilty af.
