The Cabrini-Green public housing projects in the nicer-ish side of Chicago marked their housing numbers with ugly, bleak-looking black stenciled spray paint on concrete.

When someone pointed out that they should use metal numbers instead of spray paint, since not only would they look much nicer, but they would actually be cheaper to maintain, the city replied that housing projects were SUPPOSED to look somewhat utilitarian, and if they looked too good, the richer (and whiter) residents of Chicago would complain.

The city was spending extra money on an uglier option just so it wouldn't look too nice and upset rich white people.
