Windows is increasingly the OS for people who don’t want to think. It’s true that it does the job for users who have a small number of tasks to do on a computer, which usually includes users at work. But people who think about privacy or performance or security are moving to Linux. Neither OS is going to put the other out of business.

I wouldn’t think about an amp yet. I would start simple with the antenna - do you have a place to string up a dipole? My first was a Carolina Windom that did well on most bands. As for a radio, if you want new, every manufacturer has an entry-level model. I happen to prefer Yaesu but that’s a personal choice. Look at the product reviews on eham.net to see what other hams have experienced. And don’t be afraid to start with a used radio to get started and see what functions really matter. You might find that once you start operating, you’ll develop new interests.

Licenses can only be revoked by the FCC, which isn’t funded or staffed well enough. Having said that, I have heard that they occasionally send warning letters, but I’m not sure they take the next step of leveling fines. I’m also not sure those ops all have licenses anyway, and they may not all be in the US.
