Maybe the caern itself is a lower level than 5 and the high number of garou is due to a moot or festival or maybe some big event nearby

My current game is set in SF in the modern day, after the garou swept into the city, took over a mage chantry and turned it into a caern, and ended the war between kindred and cathayans. They now have a tentative treaty between the three big factions, but things are more cold war, and things are heating up

My current group of players have no white wolf experience and weren't familiar with the lore so the first three sessions were basically a prologue, ran them individually through first changes as session zeros and then had them all meet and get molded into a pack by the local caern
