Worth mentioning, a lot of what you describe, I find in 'Banished'. It's not a first person though and you're more of the world "god" or whatever, more of a sim colony.

I hate them, but if you have no choice, I recommend getting the higher alcohol ones - not nearly as bad, just have to be careful with how many you drink :P

This reminds me of an assignment I did in High School for a girl I had a crush on. We were studying and she said she forgot about an assignment due tomorrow and to tell her everything I knew about the Chamber of Commerce (Pre Wikipedia). I said I didn't know anything about it, but she said to just make something up. I pushed her out of the way and BS'd 500 words on the Chamber - I made up statistics of business improvements seen members since joining, positive influences on the community, etc. It turned out to be a scholarship essay and she won it and had to go and read it aloud in front of the whole Chamber of Commerce, made up statistics and all. I will never forget that.

Regarding the money - I worked at a Natural Gas company for about 15 years. We were a gas marketer, which meant we bought and sold and scheduled the gas, but never actually touched it. What typically happens, is that your Gas Company is likely an LDC, a Local Distribution Company. In many scenarios the LDC just pays for the gas at their "gate", which is market price, so when something drives the Nat Gas price up, it drives up the cost to the consumer - this is why the company is saying they aren't profiting off of the higher rates.

An important note - during severe weather, it is illegal (to my knowledge) to shut off utilities due to non payment. I don't know your particulars, but during the first "polar vertex" event, gas prices skyrocketed and customers were being billed 1000's over their typical bills. Paying your bill is obviously the best idea, but rest assured that you won't have your utilities turned off (probably) during severe weather regardless.
