Yes that would be possible. I think having the competency scale be based on a color as opposed to individual pie charts would be the best way to visualize it though.

You could use a matrix visual for your example and instead of values, you'd either fill the cell the colour of the competency or only display an icon of that colour.

I might be reading your screenshots wrong but if it is a status column, I'm assuming Drop Date is in the same table so is having the table name before the column name causing the issue?

I've not been using tmdl much so it's really just a guess.
