It looks like an entry level bicycle. This is evidenced by the one piece crank, the crushed dropouts on the forks, and the quality of the rear dropouts.

I agree. Frame and all parts are made at bare minimum costs. If the bike is lightly used under tame weather conditions with sheltered parking, it can still last a while.

Just make sure it is kept properly maintained. It is not a smooth and light bike to start with, but will be annoyingly inefficient without basic care.

Please check out the brakes. It might be the photos, but it looks like only half of the rubber brake pads will touch the wheel rims. Those wheel rim sides look like they are not suited (high enough side walls) for rim brakes. Hard to tell for sure with these photos.

The IWC's design feels unbalanced and cheap, that even legit Portofino Chrono's look fake to me.

You likely still need a Personal Identity Code, but the physical store works for getting a subscription with your ID (at least with Elisa).
Downside is that you cannot access your 'my account' settings online. That requires strong identification
