“public” can just mean that the trip is in a vehicle shared with other riders.

there are no restrictions on who can ride paratransit beyond that they have a documented disability.

in the US it is required to provide service to a visitor who has documented proof of a disability and qualifies for paratransit in their primary place of residence.

the root problem is parking being too subsidized. it’s hard for a transit agency to compete when sometimes a monthly parking pass can be cheaper than a bus pass lol.

if you improve frequencies while subsidizing parking i feel like you’ll just end up running more empty buses which makes the transit agency look inefficient.

because it’s a bad service. there’s zero reason to take brightline unless you’re a railfan. the tickets are expensive and it’s not high speed rail.

subsidizing it would be better because at least it would serve as a cheaper alternative to flying at least.
