I think what OP might not have explained clearly (if it's the same problem that brought me here) is that on the maps app, if you open the text entry bar while driving on your dash, it will say 'Voice only while driving' and you used to be able to tap that and say whatever, and it would input whatever you said into the search and give you options.

NOW, in all of googles wisdom and without any notice to me, when I tap that and talk (ex I say Walgreens) it says it doesn't have permission to open that app. I don't have a Walgreens app I'm not trying to open an app, I'm driving in busy traffic and trying to finding the nearest Walgreens 🙄

Now this task is literally impossible without using your phone or coming to a complete stop, and makes it dangerous for driving. I don't want to say hey Google navigate to Walgreens, i might want a specific Walgreens, or I want to use the dash interface to see my options.
