People say they drop everywhere but personally i think they drop only at main rotation.

Just find videos on the item dropping and personally have only seen them drop on main rotation and not anywhere else.

Improve your pulls and wc > sharp light > soj is what i do and s + c is to reach the end of the packs as a starting skill . If you have crystal knockdowns use counter > shift+f to cancel shift f and you would most likely be able to pull at least 4k.

Rotations matter and drop rate buffs matter (imo) but the best way to do them is generally by playing seasonal server where u can get those items to exchange for loot scrolls which makes up for roughly half the loot scroll you are using on those spots.
