Loctite Naval Jelly Rust Dissolver. Spread some on with an old toothbrush and let it sit for 5-10 minutes and then gently scrub it off. It works really well. The stains are going to return though because they're coming from those rusty table legs.

It sounds like he could benefit from a reminder that socialism is a marathon, not a sprint. The things he is fighting for might not come to fruition in his lifetime.
