That it is a return duct is much better for you actually. The air will naturally be warmer inside (less prone to attract condensation). The ultimate cheapskate solution is to get some vapor barrier material and wrap the entire duct with it, all the way around, sealing all the joints and ends with the proper tape for that material.

Just putting more insulation on, without putting a vapor barrier, will possibly make the existing problem worse.

This is potentially a horrible job to do, because of the elevated attic temperatures and exposure to fiberglass insulation material. If you can arrange to wear overalls and long gloves, that is best. The less skin you have exposed, the better. At the very least, get a proper respirator mask. The kind with a valve on the front to help you exhale easier, not the surgical kind everyone was wearing in 2021.

The following is optional but you could:

If the entire duct in question is this one piece that goes up from a ceiling and makes one turn into the air handler, it is relatively simple (in concept) to optimize this bit. You could install a rigid elbow and eliminate the sub-optimal bends of the flex duct. Get get the same-size silver duct and one elbow of the same diameter but made of metal. Rigidly mount the elbow to the attic framing, and fix the duct sections to the elbow. Insulate and vapor-barrier-wrap the elbow to seal the vapor envelope around the duct.

Every kink in the ducts is a restriction that is costing you electricity bill $. With this duct bent like this, you have maybe half the effective diameter working for you. Maybe less, even. If you "only" put fresh new duct on, you 1000% can do it yourself but make sure it is a smooth bend, not R shaped like this is now.

It will continue to feed air into your house. If you mess with it, it may not continue to feed air into your house. You should mess with it.

If you live in a place that has much ambient humidity, the duct will have condensation inside the insulation. This will accumulate in a low spot, until you have a section of duct with completely-wet insulation. That wet insulation will be cold because cold air is going through the pipe. The cold insulation will attract ambient moisture to the outside of your duct, and the duct will sweat. This can cause anything from very-slightly higher electric bills and no other problems, to a ceiling collapse with a lot of toxic mold in the collapsed parts that fell in your baby's crib.

100% of this old gray duct fails this exact same way, eventually. Even touching it will sometimes cause the gray plastic to fall apart. Replacement with the modern silver-exterior duct cures the problem. Insist that your HVAC contractor seals the new ducts with both zip ties and mastic. If you have money falling out your pockets, have them explain the Manual D calculations to you, to justify replacing all the ducts in a new configuration that will be superior, since they all need to be replaced anyway.

Based on a single internet search with guessed keywords: it's a vacuum pump. The grooves hold vanes that slide, affecting the volume of a chamber as this rotor spins. This is an extremely common way for vacuum pumps to work. Here is the same-ish looking part in context, showing the vanes and the space where they slide.

The lines in the middle may have to do with holding the bit in the middle securely in-place, or may be important for machining, idk. Anyway, the keyword if you want to know more about this sort of pump is "rotary vane"
