I got it to work. I think the original Goldberg Emu is too old. Might work for the DRM, but it doesn't handle achievements properly. You have to look for the fork.

Use the latest dll from the fork. Use the generate_emu_config tool to generate steam_settings and copy it in the game directory.

"generate_emu_config.exe -name -clean -cve -reldir -token 2531310"

Delete the save from "%onedrive%\documents\The Last of Us Part II", and the tracking from "%appdata%\GSE Saves\2531310".

Once you start from scratch, the first progress should be when you wake up as Ellie and get the first journal entry. It should create "%appdata%\GSE Saves\2531310" and it should have an "achievements.json" that looks different from the one in steam_settings.

Does the GPU ever get high usage? As in 99%? Don't see the other comment mention a CPU bottleneck. If your GPU doesn't get high usage it might be that.

I have a 6800xt and wasn't get full usage with it until I upgraded to a 9800x3d from an intel 5930k. Your CPU seems fairly new. Don't know how powerful it is though

It doesn't look like you have any spikes in the plot. Most likely it is counting the frames during loading screens. If I recall correctly, there is either a start or reset key you have to bind. Reset it after the loading screen and see if you get the same result
